Who we are
Harun Ahmed leads the Baytree Group and is its principal consultant.
He is an experienced attorney who has spent the past seventeen years as a career civil servant with the U.S. Department of Homeland Security. Along with over 150,000 others, Harun left government service in October 2025.
As an attorney at the Office of Chief Counsel in U.S. Citizenship and Immigration Services, Harun led the team of lawyers who addressed the U.S. government’s approach to asylum and related protections at U.S. borders. In this role, Harun worked on immigration and border-related rulemaking, agency implementation of policy changes, individual habeas and mandamus lawsuits as well as programatic and class action federal litigation. He served as an advisor for DHS senior leadership on immigration and humanitarian obligations related to foreign nationals. Harun also provided technical expertise to Congress’ efforts on immigration legislation.
Harun previously served as the research coordinator focusing on Iraqi and Syrian refugee resettlement. He also previously worked at the Ombudsman’s Office focusing on immigration policy and spent years as a trainer and supervisor of immigration officers at the local and national level. Harun began his federal service as an asylum officer where he interviewed asylum seekers from over 40 countries.
He is a graduate of the University of Texas at Austin and the University of Houston Law Center.
